Household hazardous waste: reporting
AB 1617 shifts household hazardous-waste reporting to calendar-year data and centralizes state filing with CalRecycle.
The law aligns Form 303 reporting with the prior calendar year and makes the Department of Resources Recycling and Recovery the state recipient. It also preserves Department of Toxic Substances Control access to reports upon request.
What the law does

- Requires public agencies or contractors operating household hazardous-waste collection facilities to provide the completed report to the local Certified Unified Program Agency or other authorized local enforcement authority by October 1.
- Requires the Department of Resources Recycling and Recovery to provide completed Form 303 reports to the Department of Toxic Substances Control upon request.
Who it affects
- Public agencies responsible for household hazardous-waste management.
- Contractors operating household hazardous-waste collection facilities.
- Local Certified Unified Program Agencies and other authorized hazardous-materials enforcement authorities.
