Sellers of travel

California raises the cap on annual operations assessments paid by registered sellers of travel.

The higher assessments fund administration of the Travel Consumer Restitution Corporation, which supports the restitution system for consumers harmed by seller-of-travel failures.

What the law does

  • Raises the annual operations-fund assessment cap from $35 to $60 per California business location.
  • Raises that cap to $70 per location starting January 1, 2031.
  • Allows the corporation to raise the cap once per fiscal year by no more than the prior year's increase in the California Consumer Price Index.
  • Keeps existing restitution-fund and emergency-assessment authorities, payment deadlines, and late fees in place.

Who it affects

  • Registered sellers of travel doing business from California locations.
  • The Travel Consumer Restitution Corporation.
  • Consumers seeking restitution when a seller of travel fails.

Context

The Department of Industrial Relations compiles and reports the California Consumer Price Index used for future cap adjustments.
