Chiropractic Act

The law strengthens the State Board of Chiropractic Examiners’ ability to fund regulation, issue temporary licenses and facility permits, and promptly remove certain convicted chiropractors from practice. It also updates how licensees receive the board directory.

What the law does ​

• Extends legislative review of the State Board of Chiropractic Examiners’ powers and duties through January 1, 2031.
• Requires the board to send its annual licensee directory electronically, while requiring a free mailed copy for a licensee who requests one.
• Lets the board establish temporary chiropractic licenses for applicants not otherwise eligible for a temporary license and charge cost-based fees within specified caps.
• Raises or authorizes higher maximum amounts for most chiropractic regulatory fees, requires lower fees to support board operations, and authorizes delinquency penalties for certain renewals.
• Lets the board create and charge cost-based fees for chiropractic facility permits, subject to satellite-office fee limits.
• Allows automatic license revocation for specified sex-offense convictions, sex-offender registration, and offenses already subject to mandatory 10-year revocation, with a hearing request available within 30 days.
• Allows automatic suspension after a chiropractor’s serious-felony conviction, with a hearing request available within 30 days.
• Allows denial of a chiropractic license based on older out-of-state or in-state discipline for conduct that would constitute sexual abuse, misconduct, or relations with a patient by a California chiropractor.
• Directs legislative intent to examine expanding qualified animal chiropractic care while protecting consumers and animals.
