Specialized license plates: The Lowrider

California creates “The Lowrider” specialized license plate to fund lowrider arts, culture, and education.

The plate formally recognizes lowrider heritage and creates a dedicated revenue source for related cultural preservation and community programs.

What the law does

  • Requires the California Arts Council to sponsor “The Lowrider” specialized license plate through the Department of Motor Vehicles.
  • Requires the plate design to reflect lowrider culture and heritage.
  • Requires the Arts Council to consult a qualifying nonprofit on design, outreach, publicity, and stakeholder engagement.
  • Directs plate revenue, after Department of Motor Vehicles administrative costs, to the Specialized License Plate Fund for legislative appropriation to eligible lowrider-focused projects.
  • Allows the Arts Council to use 4% to 6% of appropriated program funds for nonprofit consultation or implementation agreements.
