Specialized license plates: The Lowrider

California creates “The Lowrider” specialized license plate to fund lowrider arts, culture, and education.

The plate formally recognizes lowrider heritage and creates a dedicated revenue source for related cultural preservation and community programs.

What the law does

Requires the California Arts Council to sponsor “The Lowrider” specialized license plate through the Department of Motor Vehicles.
Requires the plate design to reflect lowrider culture and heritage.
Requires the Arts Council to consult a qualifying nonprofit on design, outreach, publicity, and stakeholder engagement.
Directs plate revenue, after Department of Motor Vehicles administrative costs, to the Specialized License Plate Fund for legislative appropriation to eligible lowrider-focused projects.
Allows the Arts Council to use 4% to 6% of appropriated program funds for nonprofit consultation or implementation agreements.

Vehicle owners and lessees who apply for, renew, transfer, or substitute The Lowrider plate.
Lowrider artists, cultural organizations, youth programs, public exhibitions, and community cultural events eligible for program funding.
Nonprofits supporting lowrider communities, Latino culture, and youth development.
