Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement

The order aims to reduce duplicated contracts and federal purchasing costs by centralizing more procurement, including government-wide information technology contracts.

What the order does ​

• Requires agency heads to propose within 60 days how the General Services Administration could conduct their domestic procurement of common goods and services.
• Directs the General Services Administration to submit a government-wide procurement plan to the Office of Management and Budget within 90 days.
• Requires the Office of Management and Budget to designate the General Services Administration within 30 days as executive agent for all government-wide information technology acquisition contracts, subject to continuity and other exceptions.
• Directs the General Services Administration to identify and eliminate duplicative, redundant, or inefficient government-wide information technology contract vehicles.
• Requires the Office of Management and Budget to issue implementation guidance to agencies within 14 days.
