Restoring Common Sense To Federal Procurement

The Federal Acquisition Regulation governs nearly $1 trillion in annual federal purchases, including routine supplies and major weapons systems. Streamlining it could reduce the cost and complexity of selling goods and services to the government.

• Requires each procuring agency to appoint a senior official within 15 days to coordinate the overhaul and review agency-specific procurement rules.
• Directs the Office of Management and Budget to issue implementation guidance within 20 days.
• Applies a ten-for-one deregulatory requirement to proposed agency procurement regulations and internal guidance.
• Calls for interim guidance while final rules are developed.
• Directs officials to consider four-year expiration dates for procurement provisions not required by law unless they are renewed.
