White House Initiative To Promote Excellence And Innovation At Historically Black Colleges And Universities

The order makes HBCU funding access, institutional capacity, student success, workforce preparation, and research competitiveness administration priorities. It also replaces the prior HBCU initiative and ends an Environmental Protection Agency advisory council.

• Establishes the White House Initiative on Historically Black Colleges and Universities in the Executive Office of the President.
• Directs the initiative to expand private investment, improve financial stability and infrastructure, and create student career opportunities in high-growth industries.
• Coordinates agency plans, federal funding access, research support, affordability efforts, student retention, campus modernization, and pathways into HBCUs.
• Creates the President’s Board of Advisors on Historically Black Colleges and Universities within the Department of Education.
• Requires an annual White House HBCU summit and an annual report to the President on federal impact and recommended improvements.
• Revokes the 2021 HBCU executive order and directs the Environmental Protection Agency to terminate its HBCU and Minority Serving Institutions Advisory Council within 14 days.
